Hi,
The Argentinians are trying to get the Cusco declaration on free
software adopted as a part of the Argentinian representation at WSIS.
I guess probably some of the other Latin American groups are, too.
But I haven't seen anything about this in English (I may just have missed
it...). Anyway, below is the declaration in English first and then
the Spanish original. The translation is not the 'offical' one;
I think RMS is supposed to give his blessing to a translation at some
point, but AFAIK hasn't done so yet.

The participants of the Ist LATIN AMERICAN AND CARIBBEAN CONFERENCE ON
DEVELOPMENT AND USE OF FREE SOFTWARE - LACFREE, meeting in the city of
Cusco - Perú from August 11 to 13, 2003, recognize:
# That Free Software is an integral part of the building of a free, fair,
ethical and inclusive society, where people have the opportunity to help
each other in mutual solidarity.
# That Free Software respects the need to preserve multilingualism and
cultural identities in cyberspace.
# That the freedoms given to free software users make it easier for them
to become active participants of the knowledge society and not just
consumers of technology.
# That the license policy of proprietary software is not sustainable for
the economies of developing countries.
# That the license model of free software represents an oportunity to
achieve equality of rights in the area of technology, reducing the digital
divide and helping users with fewer economic resources.
# That the development that free software has achieved and the potential
that it represents, is a clear demonstration that it has a strategic role
in creating a knowledge and information society.
# That the training of human resources with free, fair, ethical and
inclusive
thought is a basic requirement for society, and free software is an
example of these values.
Hence, we invite the international comunity, in particular govermments and
civil society, including the media, to bear in mind during the preparatory
work for and the realization of the World Summit on the Information
Society, the following:
* To recognize, take on board, and promote the advantages of the use and
development of free software, as an integral part of building a knowledge
and information society.
* To create within states the political conditions for research and
training which favour the appearance and adoption of measures encouraging
the free flow of software techniques, algorithms, services, formats,
protocols and other requirements of a sustainable and just knowledge and
information society.
* To promote legislative norms within the vision of a new legal
international paradigm in favour of the use and development of free
software. In the construction of this new context there shall not exist
barriers to the development of programs which respect the four principles
which constitute the pillars of free software.
* To give priority to free software in education and health to achieve a
scientific training as well as values of ethics and unity.
* To guarantee the adoption of publicly available standards which can be
implemented by free software in the infrastructures of both public
services and networks.
* To use the advantages of free software to guarantee the security,
privacy and perenniality of information, especially in relation to
critical infrastructure.
* To guarantee the training of human resources as support for the
development of the information society and in particular of free software.
* To develop innovative mechanisms with international community support,
aimed at entry to the knowledgment and information society by developing
countries in equal conditions. That the treaties for economic cooperation
and integration will be updated within this perspective.

os participantes de la I CONFERENCIA LATINOAMERICANA Y DEL CARIBE
SOBRE DESARROLLO Y USO DE SOFTWARE LIBRE - LACFREE, reunidos en la
ciudad del Cusco - Perú del 11 al 13 de agosto de 2003, reconocemos:
# Que el software libre es parte integral para la construcción de una
sociedad libre, justa, ética e incluyente en que las personas tengan la
posibilidad de ayudarse mutua y solidariamente.
# Que el software libre respeta la necesidad de preservar el
multilinguismo y las identidades culturales en el ciberespacio.
# Que las libertades otorgadas al usuario de software libre facilitan la
posibilidad de salir del simple rol de consumidores de tecnología para
pasar a ser participes activos en la sociedad del conocimiento.
# Que la política de licencias de software propietario no es sostenible
para las economías de los países en desarrollo.
# Que el modelo de licenciamiento libre representa una oportunidad para
lograr una igualdad de derechos en el campo tecnológico, disminuyendo la
brecha digital y favoreciendo a los usuarios de menores recursos
económicos.
# Que el desarrollo alcanzado de software libre y el potencial que
representa es demostración clara de su rol estratégico hacia la sociedad
de la información y el conocimiento.
# Que la formación de recursos humanos con pensamiento libre, justo, ético
e incluyente es herramienta fundamental para la sociedad y el software
libre es un ejemplo de dichos valores.
POR LO TANTO, invitamos a la comunidad internacional, y en particular a
los gobiernos y la sociedad civil y dentro de ella y los medios de
comunicación a tener presente en los trabajos de preparación y en la
realización de la Cumbre Mundial de Sociedad de la Información, lo
siguiente:
* Reconocer, asumir y promover las ventajas del desarrollo y uso de
software libre, como parte integral de la construcción de la sociedad de
información y el conocimiento.
* Crear en los estados condiciones políticas de investigación, de
formación de respeto que favorezcan la aparición y adopción de medidas a
favor del libre flujo de técnicas de software, algoritmos, prestaciones,
formatos, protocolos y otros requerimientos de una sociedad de la
información y conocimiento sostenible y equitativo.
* Promover normas legislativas dentro de la visión de un nuevo paradigma
jurídico internacional en favor del desarrollo y uso del software libre.
En la construcción de este nuevo contexto no deberán existir barreras para
el desarrollo de programas que respeten los cuatro principios que
constituyen los pilares de software libre.
* Dar la prioridad al software libre en Educación y Salud para lograr una
formación científica y de valores éticos y solidarios.
* Garantizar la adopción de estándares de uso publico que pueden ser
implementados por Software libre en las infraestructuras de red y
servicios públicos.
* Aprovechar las ventajas del software libre para garantizar la seguridad,
privacidad y perennidad de la información, principalmente en lo que se
refiere a la infraestructura critica.
* Garantizar la formación de los recursos humanos como soporte para el
desarrollo de la Sociedad de la información y en especial del software
libre.
* Desarrollar mecanismos innovadores en el apoyo de la comunidad
internacional, dirigidos al ingreso de los países en desarrollo a la
sociedad de la información y del conocimiento en condiciones equitativas.
Que en los tratados de cooperación económica y de integración sean
actualizados con esta perspectiva.
