RBE is a form of exchange, that does not require any money, and it's not
capitalism

No, exchange no longer exists in that vision: "A Resource-Based Economy is a
system in which all goods and services are available without the use of
money, credits, barter or any other system of debt or servitude."

No money, no trade, no barter, no gift exchange rings == no exchange.
